Pour 1/2 c water into baking dish and preheat oven to 425 degrees.
Slice 2 peppers half and remove stem.
Place into baking dish and set aside.
Chop remaining pepper into small pieces.
Heat 1/4 c water in skillet over med-high heat.
Add chopped peppers and cook, then remove from heat.
Add fish to skillet and cook until done.
Add peppers back to skillet and stir in taco seasoning, to taste.
Stir until combined and flake fish into pieces.
Scoop mixture evenly into the 4 pepper halves.
Place into oven and bake for 35 minutes.
Top with 1/2 T salsa per pepper half, if desired.
